CM Manohar Lal Khattar led state government has setup Haryana Kaushal Rozgar Nigam to make all appointments which were earlier being done under the outsourcing policies. Youths hired through KRN system will get EPF, ESI benefits. In this article, we will tell you about how youth can apply online for posts earlier filled through outsourcing.
Haryana Kaushal Rozgar Nigam Limited (HKRN) in Budget 2023-24
Finance Minister has presented Haryana Budget Speech 2023-24 on 23 February 2023. While presenting the Haryana Budget 2023-24, FM said “Haryana Kaushal Rozgar Nigam Limited (HKRN) has become the primary vehicle for deployment of manpower on contract in Government. HKRN has over 1.06 lakh contractual manpower on its rolls. HKRN deploys manpower based on defined criteria of which the primary criteria is the income status of the family of the eligible applicant subject to satisfaction of minimum qualifications. The exploitation of contractual manpower by private contractors has become a thing of the past”.
FM also said “HKRN uses a technology portal for deployment of manpower, management of their services, payment of wages in time and complying with statutory contributions to the Employee Provident Fund, Employee State Insurance Scheme and Labour Welfare Cess. In 2023-24, HKRN will offer its manpower identification, skill training and deployment services for placing manpower in private establishments. This will ensure expansion of employment opportunities for the youth of the State and reduce manpower selection and skill training costs for private industry”.
What is Haryana Kaushal Rozgar Nigam 2023
Through Haryana Kaushal Rozgar Nigam, contractual appointments are made on merit. It is a new and transparent system being implemented by CM Manohar Lal Khattar. Kaushal Rojgar Nigam in Haryana has launched its portal at http://49.50.103.13/ from 1 November 2021. After the official launch of KRN system, youth can apply online for posts earlier filled through outsourcing. All those hired through the new system will get all the benefits such as EPF, ESI facility etc.
हरियाणा कौशल रोजगार निगम का उद्देश्य
इस योजना का मुख्य उद्देश्य आउटसोर्सिंग के माध्यम से दी जाने वाली नियुक्तियों को ऑनलाइन करना है। इस योजना के अंतर्गत सरकार द्वारा एक पोर्टल लांच किया जाएगा जिसके माध्यम से युवा ऑनलाइन आवेदन कर सकेंगे। यह योजना अनुबंधन के आधार पर काम करने वाले कर्मचारियों के शोषण को रोकने में भी कारगर साबित होगी। इसके अलावा यह योजना योग्य उम्मीदवारों को पारदर्शी एवं पर्याप्त रोजगार सुनिश्चित करेगी। Haryana Kaushal Rojgar Nigam के अंतर्गत रोजगार प्रदान करने के उद्देश्य से कौशल विकास प्रशिक्षण स्तर भी आयोजित किया जाएगा। जिससे कि ज्यादा से ज्यादा नागरिकों तक रोजगार पहुंचाया जाएगा। यह योजना प्रदेश की बेरोजगारी दर को घटाने में भी कारगर साबित होगी। इस प्रणाली के माध्यम से काम पर रखे गए सभी नागरिकों को इपीएफ एवं ईएसआई जैसी सुविधाओं का लाभ भी प्रदान किया जाएगा।

As we have mentioned earlier, Haryana Kaushal Rojgar Nigam Portal was launched on 1 Nov 2021, so the registration and login process has been started at https://hkrnl.itiharyana.gov.in/. It has been set up with the objective of providing contractual manpower to all government entities in Haryana in a transparent, robust and equitable manner. It will act as the authorized agency for providing contractual manpower in Haryana. Haryana Kaushal Rozgar Nigam, in the process of providing contractual manpower, will focus on:-
Uplifting socio-economically disadvantaged candidates
Facilitating timely payment of salary and benefits to deployed manpower
Ensuring adherence to the State Reservation policy

Benefits of Kaushal Rojgar Nigam Haryana Registration
Start of Haryana Kaushal Rojgar Nigam Portal and subsequent registration will prevent exploitation of employees working on contract basis. Kaushal Rozgar Nigam would also play a pivotal role in ensuring transparency and ample employment opportunities to eligible candidates.
